I can't really imagine Mark and Jez would be particularly good Trainers. In the context of the games, they'd probably both be weirdly depressed NPCs that you run into around the first major city and never meet again.

That sounds about right to me. Mark's Pokemon would be as low-energy and neurotic as he is, except maybe Gumshoos who could be yet another figure in his life who shits on him constantly. Jez's team would be a bunch of pretentious druggies, and the Smeargle wouldn't really know any particularly useful moves. Like you'd get the sense that Jez just sort of tells it to use Sketch on whatever moves he sees performed around their shitty neighborhood. Any battle either one took part in would be incidental and probably part of an attempt to impress a girl, and it'd be the Pokemon equivalent of a bitch fight between the two biggest sissies in high school.
A semi-recurring plot thread would be that they'd run into people with way cooler Pokemon and feel extremely threatened by these people who actually bothered to do some training. Maybe in one episode they'd both get thrashed by some punk kid who happens to be extremely good with Pokemon, who is then never mentioned again except in call-backs.
