Nintendo is in end-of-service mode for 3DS, and has been steadily shutting down 3DS online functionalities over the last year or two. With everything steadily being discontinued, they're eventually going to cut the cord on 3DS online functionality all together, and quite frankly it's going to be sooner rather than later because there's really not too many things left in the 3DS online experience for them to get rid of.
