If the otter is a cheap bootleg, than Empoleon is one of those overdesigned action figures marketed towards kids, with all the unnecessary bits and pieces tacked on. Its painted-on laces and fin collar tie makes its theme too obvious for a Pokemon. The stiff metal wings are super cool, but not cool enough to propel it to the "peak."
