In games like Pokemon Unite we've seen that Pokemon can manifest their moves in different ways - Fire Blast for one Pokemon shoots a blast of fire, while the same move creates a blast on the ground. Likewise, in the anime, Will-O-The-Wisp is some kind of fire shield, while in Unite it shoots 3 fire blasts, or how Bubble can be a shield or a stream of bubbles. Or how Bone Rush is a catch-all move for Lucario to use an energy weapon.
