Would an Anti-STAB that decreases the power of moves from a different type than the user would boost Rock and Ice types or just ruin everyone else?

Just make moves that do an additional effect for different criteria and distribute that. Such criteria can be if the mon has STAB and is a monotype, gets STAB, or carries certain typing.

Curse changes the effect based on whether you are a ghost, Burn Up only works if you are Fire. So in these instances GF has already implemented it in a way. Burn UP can bee seen as Anti-Stab because you lose Fire STAB permanently.

Bitching about stall is pretty pointless because asides from most complaints being some form of calling anything bulky/defensive Stall it will always been here even if it's sub optimal because stall teams will use anything to do the job.

Simpler would just be to dial back how much coverage mons have access to, or at least reduce the power of the options available.
If Water types had to make due with Icy Wind instead of Ice Beam a lot of them might not bother at all

can you faggots shut the fuck up about water types learning ice type moves already? motherfuck this is probably the third or fourth post this week i've seen about somebody mkaing this complaint. all psychic types learn shadow ball which hits ghost super effectively and i see nobody complaining about that. you just have unreasonable hatred for water type

There is nothing wrong with this. Lack of STAB balances out coverage moves perfectly. If the pokemon deals less damage using Ice Beam or Earthquake than an Ice type or Ground type using those moves, then it is balanced

Anon... Once you use Icy Wind/Freeze-dry/Frost Breath, you'll never want to use Ice Beam ever again.

With Icy Wind, unless you're somehow -31IV, you'll be able to move first on the second one 9/10x.
With Freeze-Dry you murder water types.
With Frost Breath you ignore special defense boosts and light screen.

Ice Beam is good, but it's the vanilla ice cream of the ice moves.
