some of them are shit, but lots of them aren't actually bad and are just objectively worse than other mons.
deo-n, zacian-hero, base groudon and kyogre, solgaleo, dawn wings, etc. these aren't "bad" pokemon by ubers standards, they're just objectively worse versions of other ubers, and so there's no reason to ever actually use them if you want to win games.
contrast with things like naganadel, espathra, houndstone, etc. mons that are too much for OU but just dogshit in ubers because they're regular fuckin mons not 680 BST behemoths.
UUbers will never happen, because by the time there's enough of the "a bit too strong for OU" mons to make a tier they'll just be OU due to power creep.
