What the fuck is the implication of anime Team Rocket (the group itself). The big crime syndicate was never really challenged, continued to grow and their boss gets whatever they want??
Meanwhile in the games they get thwarted on three separate occasions.

They're probably running tons of Video Poker/Celadon Game Corner scams all over Kanto and Johto and need a lot of manpower to keep it up.
Something like mobile game scams could keep them in business for literal centuries without any physical crime.

I love that Giovanni completely got away with it in the end, but it is weird that in the show's entire run, there was no real attempt to have Ash and his dumb friends try and sabotage the crime organization responsible for the three goons who tormented him almost every fucking episode.

It's more or less like Pokémon Go's version of Team Rocket (which, IIRC, were a continuation of Rainbow Rocket of USUM). They basically acquired grunts from disbanded teams like Plasma and Galactic, while focused on petty crimes and illegal trades; hell, one could argue that they're the ones who provided the Pokémon Hunters with the gadgets needed to do their own poaching, as it may clean the tracks of their crimes.
