How? In Paldea you just select the berry, select the Pokemon, press down to select the max value, and A to feed that many.

The cynical asshole in me wants to call it a retcon, seeing as so many execs went on interviews and said it doesn't mean anything, but that completely explains Ash's personality change over the past 15 or something years

It's confirmed that's what it means to Ash, not that it's the definition of it. It's subjective. If your definition is champion, that's it. If your interpretation is catching them all then great that's it.
It's the same in real life: you determine your own definition of success.
