That's the thing, they don't. The whole thing that makes gacha games exciting is seeing the characters in outfits and situations you would never see them in otherwise. It would be boring if they always stuck to the same theme with characters, so they release outfits that are out of left field in order to keep things interesting.

Like Looker is already a detective. Would anyone be excited seeing him in a slightly different trench coat than before? Doing the exact same thing he's done for the past few events in the game? If he does get an alt, it will probably be something equally out of left field because that's what sells and builds excitement among fans.
