I guess the real answer is that the ones who have stronger mons don't want to trifle with low level trainers because they don't get much out of the fight outside of an empty victory and maybe 5 bucks when there's bigger fish to fry. It's like the reason some kids tend to pick easy mode but as an adult they may go for higher difficulties, because they just want the challenge now that easy mode is boring. It may as well just be a waste of time.
