Because he’s an illusion. Look at his pokemon. Darkrai? Creates nightmares. Latios? Creates illusions, called the mugen (dream/illusion) pokemon in Japan, and is repeatedly associated with each in the games.

He’s probably a Zoroark in disguise, even. The guy isn’t real. He’s a hallucination.
