GF couldn't be bothered to code a good AI or to give it a decent moveset but didn't want the AI to spam Growl all the time either so this was their middle ground.

This is definitely one of the areas where GF deserves more flak. It shouldn't be that hard to program a better AI. Like, imeven if you don't want it to only spam SE moves or something, just coming up with decent one shouldn't be that hard.

They've had suitably competent AIs in every game from Emerald to BDSP, but it's always restricted to the postgame battle facilities

You'd think the character who likes dancing would use more moves that have "Dance" in the name.
In some cases like with Rain Dance, that's not the original name of the move in japanese (Rain Prayer) so it makes sense.

Whenever something doesn't make sense, like certain moves not appearing on Pokemon that "should" learn it, it's almost always safe to assume it's a translation thing.

Like, I don't know how people to this day still bitch about Ampharos not getting Tail Glow.
