Rather, it was a tech demo made specifically to show the capabilities of the GameCube that was later repurposed into (multiple) endings in Pokemon Channel. As well, there is a small reference to it in Melee as the Meowth trophy has him playing the guitar from the tech demo.
However, the song itself (and potentially the concept) appears to originate from the Anime's production rather than the games. The song featured in the production is from a 1999 release of a promotional Japanese CD featuring songs about Meowth which would be followed by the anime using the song in the ending credits in 2000, which itself, is a stylistic rendition of the Tech Demo. So, the question remains whether the idea for the Tech Demo came first based upon the song and it influenced the anime ending, or if Nintendo saw the CGI anime ending in pre-production and wanted corporate synergy to show off the potential of the Gamecube's 3D graphics.
Another interesting aspect is that while traditionally 4Kids did not dub the many varying Japanese EDsm for some promotional event, 4Kids aired both the Japanese ED and a unique Dub that would never be re-released. Thankfully, somebody recorded the footage or it would likely be lost to time.
