It just doesn't fit on those either because it's not legal in VGC, and in OU it's movepool is so shallow that it gets hardwalled by the best pivot in the tier (with no Pivoting of it's own to speak of), it's speed is so mediocre that every revenge killer under the sun outspeeds and OHKOs without Scarf, and Psyblade's BP is so middling without ETerrain (which stops it from being spammable the same way Exapnding Force is) that it doesn't even fit on those
