Doesn't make sense that there would be a bike voucher to get something that expensive for free. But as far as I'm aware, even if you hacked the game so that the money cap was higher, you still wouldn't be able to buy that bike because it's not programmed to actually be purchasable, it's just a random text string saying 1,000,000円 and an unrelated YES/NO option selection. NO cancels the conversation, YES also cancels the conversation but with different dialogue saying you can't afford it, there's no actual check for your money because there's no buying function.
