It's a simple, cool looking design while also having enough unique traits to give it a memorable identity, unlike garbage like Volcarona or Galvantula which are literally just cartoon animals but recolored to whatever type they are.

Scizor just has that "coolness factor" that x-factor. It's an indescribable trait that can't be boiled down to a specific thing, but rather the sum of them. Being decent on your team helps, too.
