that's because its dual stab is already hard walled by steels, so they're just gonna go to their steel rather than letting you drop your hyper beam on a neutral target.
tera normal is a waste, you're better off with tera fighting and just nuking the switchin with a nuclear focus blast.

It’s cool to effectively get adaptability on 3 types, Tera hyper beam isn’t there to provide additional coverage, its there because it hits extremely hard and allows mind games. Betting your nuke on focus blast doesn’t seem worth it to me.

That extra base power isn’t much but you aren’t intended to use it twice, if you want to drop a few Draco’s before and switch out you can do that too

You lose Adaptability boost on Dragon and Poison when you Tera into something else.
If you Tera into Dragon or Poison, you still lose the Adaptability boost of the other type and the one you Tera'd into gains only a 25% boost from Adaptability instead(so 2.25x damage multiplier on a Sludge Bomb or something)
