Because GameFreak can't fucking write. If two Pokémon have a longstanding hatred that's lasted for generations, but no other Pokémon don't then that's bad writing.

There's no reason why Pokémon shouldn't constantly hate other Pokémon. You think all those Pikachu clones like should get along with each other? Fuck that, I want to see them ripping out each other throats.

i'm going to see what pokemon are considered rivals and/or prey off the top of my head based on pokedex entries
>Heracross rivals with Vikavolt in Alola
>Pinsir also rivals with Vikavolt in Alola
>Mandibuzz eats Cubone
>Mareanie and Toxapex eat Corsola
>Sableye and Gabite eat Carbink
>Ekans eats Spearow and/or Pidgey eggs
>Bruxish's pokedex entry doesn't specifically say it eats Shellder but it does say it's teeth are so strong they can penetrate Shellder's so i'm assuming that means it eats Shellder
