In 2020 they added the possibility to do remote raids.
Everyone loved it, it made the game about going out record profit literally on the year people didn't go out. So it was a win-win to basically anyone.
In time, they started putting in practice different policies to deincentivize the use of remote raids(for instance Hoopa unbound and Regidrago only appear in raids that you do in-person).
They recently announced even more restrictions to remote raiding basically.

All of this in the context of about 4 years of only terrible decisions that have made the game way worse.
