The issue arises when the sketch and photo are closer in design than the real thing, why is this? How is the photograph inaccurate? If only the sketch had long spikes, but the photo had short ones, that'd be an understandable mistake. If the sketch had short spikes like the real one, but the photo had long spikes as it does currently, then maybe you could blame it on old photography, but that's not the case here either.
Sketch has more in common with the photo than the real thing, and yet neither of these depictions are correct for Tusk.
