This is the most secretive, non-answer thing I've ever seen about Pokemon. Which is impressive, because literally every artist, writer, and designer is so weirdly secretive about anything beyond the mainline games.

There is connection though. Mew is the only other Pokemon that can transform, they have the exact same weight etc.

The only place the Birds have a boss is in the anime, and its Lugia.
Ho-oh is explicitly stated to have revived 3 nameless pokemon that died in a tower fire. Meaning they were basic normalfag pokemon that were too weak to escape the tower. Which doesn't describe at all Entei, Raikou, or Suicune, who are 3 of the strongest monsters in the region. Like I don't even think Entei could burn to death in the first place.

The species existed long before humans built the tower, let alone it getting burned. Ho-Oh just created the three specific beasts encountered during GSC/HGSS by reviving the pokemon killed in the tower fire.

He's probably the second biggest force for getting those games made after Tajiri himself.

This, it's just guideline stuff. They're not going to ever come out to flat out admit or deny anything. I remember there's another interview where someone straight up mentioned the Gen 2 leaks to Masuda and asked if Sirfetch'd was based on the leaked Gen 2 Farfetch'd evo and the response was a non-answer that essentially just said "Farfetch'd is based on British knights!"
It's honestly a bit impressive how they manage to keep an absolute fuckload of stuff under wraps and refuse to talk about anything significant. They're really dedicated to keeping the franchise as bland and inoffensive as possible.
