Because it's a type that's great for attacking but terrible for defending, and Gamefreak has a history of making slow, bulky ice types instead of fast, strong ones. Weavile is a very good ice type, and its upgrade Chien-Pao is even better.

Generally poor typing for the same reasons as rock. Strong offensive capabilities, but poor defensive ones, with Gamefreak tending to give the type to slower and bulkier mons because of it being a solid material substance.

Still pretty shitty here, because Gamefreak is usually in both a game progression mentality of “more hostile areas later” lending toward lategame ice zones, and being stuck in the mentality they had when designing Kanto, where ice was a throwaway type and almost entirely confined to the seafoam islands and giftmons. Ice types are generally doomed to all be crammed into a singular obligatory ice area in the end of the game, with few exceptions.

Probably because all of the gen 1 ice types were dual typed, and 3/5 are water. Gengar is too, but it's also the only ghost. And then gen 2 added only misdreavous. If Lapras wasn't the literal icon of surf, I'd say it's probably closest

usually gen 1 pokemon are the ones that fill that role since gamefreak likes to shill them so much, but pretty much all of the gen 1 ice types are shit, so the type was left without any sort of solid mascot until they made alolan vulpix and ninetales and started pushing them

almost no resistances and several common weaknesses. its supposed to be the glass cannon type, because it has a lot of favourable offensive matchups, but is bad defensively

thats the "thematic" role of ice if you like. the problem is that its not "ice types" that are good offensively, but "ice moves". which sure, ice types get, and get stab on, but every water type and their mother (water being much better defensively) gets ice moves, meaning youre much better off just running a water type with ice moves, as you can benefit from both water's defensive power and ice's offensive power. so ice types arent necessarily bad, just redundant.

the next level is that many ice pokemon - a majority really - have entirely wrong stat spreads. ice's matchups mean it kinda needs to be fast and frail. sneasel and weavile have this kind of spread, and are fantastically powerful. slow, more defensively oriented ice types dont really work because theyre just so shit defensively that if theyre being outsped, theyre probably just fucked. gamefreak didnt get this memo, and gen after gen, continue to introduce slow, bulky ice types. who are shit. and for some reason they also seem fond of tacking on the rock typing, which makes them even worse.

the change from hail to snow was nice, and in conjuction with aurora veil that gives them a lot of effective bulk that can basically negate their weaknesses. stuff like freeze dry and frost breath are cool too. stuff like slush rush also helps negate the slowness problem. ice types now have access to a ton of great moves and abilities, some of which arent even on water mons!

overall, ice isnt awful, and does have utility - more so than it did previously. the issue of "just put ice beam on your water mon" has been mitigated by the introduction of better moves an dabilites exclusive to ice mons. the issue is just that there are still very few mons that can really take advantage of these moves. those that can are actually really strong though

I mean it is Hawaii. More than anywhere else, I think the distribution thing is justified there.
And while the crab is the only new new mon, Alolan Ninetales and Sandslash are both really well made mons, so it’s not a complete shutout.

Because they made an offensive typing with no resistances and made most of the pokemon in it slow and defensive. It is getting better though with the new hail mechanics. But again all those aurora veils and hails are set up, and relying on them exclusively is not very convenient.

Ice should resist Flying and Ground because they need more checks and it should hit Steel neutrally.
