Never gaining enough usage to make it into any tier but always being somewhat viable to the point where it might be worth it to use a manual sun setter+low speed pivot cause it'll always nuke half the opponent's ream under the sun (overhear does 40% to max spdef blissey)
With ZU here it can have Gumshoos, Magneton, Shroodle, and Luxray
PU has Perrserker and Ampharos
NU has Vespiquen and Eelektross
RU has Revaroom, Gardevoir, and Komala
UU has Grafaiai, Scizor, Tsareena, Forretress, Magnezone, and Gallade.
OU has Torkoal obviously, but still has a few slow pivots like Rotom and Corvinight, and I'd imagine that Decidueye can do something similar in whatever tier it ends up in.
