Luvdisc is a Water-type Pokémon that has relatively weak stats and is not very popular for battles. However, if you still want to use Luvdisc, here are a few tips:
1. Teach Luvdisc some good Water-type moves: Since Luvdisc is a Water-type Pokémon, it can learn some powerful Water-type moves such as Surf, Scald, and Hydro Pump. These moves can be used effectively to deal damage to opponents.
2. Focus on Luvdisc's speed: Luvdisc has decent speed, so it can be used effectively as a fast attacker. You can teach it moves like Aqua Jet, which allows Luvdisc to move first in the turn, giving it an advantage.

Scald being relegated to Volcanion's signature move is an objectively good thing. Too many moves like it and Toxic were obnoxiously prolific for their strength and had to be cut back.

no it isn't. this is what Water Absorb, Storm Drain, Dry Skin, Magic Guard, Natural Cure, Water Veil, and Heal/Aromatherapy are for.

Toxic is not obnoxiously strong this is balanced around the existence Poison types, Steel types, Heal Bell/Aromatherapy, Magic Guard, Taunt, Safeguard, Immunity, Poison Heal, Natural Cure, and debatably Guts and Quick Feet.

giving pokemon less options is a bad thing in 95% of scenarios

If you want to burn, use a Fire type. Water types being swiss army knives that can do everything is not a good thing.

Before this nearly everything could use Toxic. It wasn't something special to Poison types. If you want to poison, use a Poison type.

yes it is a good thing because almost no water type gets Will-O-Wisp which is guaranteed to burn meanwhile Scald isn't guaranteed to burn.

this is a good thing for the reason i stated earlier. there are enough counters to Toxic that every pokemon having access to it is balanced.

except Poison type get the benefit of Toxic that bypasses accuracy checks meanwhile non Poison types are still stuck with the 10% chance that it can miss and won't really counter Double Team or Minimize spam. Therefor, Toxic being on every pokemon is still balanced

It's a cutie. At least in Gen IV, I set one up with Ice Beam and pushed for a Timid or Hasty nature. I'm not sure what it's like now, but that's how I used mine in Platinum.

Luvdisc should be retconned from existence. It's main purpose was for harvesting Heart Scales, but we don't need Heart Scales anymore since relearning moves has been free ever since Gen 8 (I don't consider BDSP to be canon). Nowadays it's just dex filler like Delibird and Unown, only even worse because those have gimmick/lore reasons for existing whereas Luvdisc has not reason to exist anymore.
