GameFreak is creatively bankrupt. Same reason why they also keep making late-game Dragon and Steel specialists and early-game Grass specialists. Bug and Rock are also early-game types, but at least Aaron and Olivia exist.

Cope. They are starters in a generation 8 game with new forms simple as end of discussion. Pretending PLA isn't a mainline game won't make the Hisuian forms not exist. They are gen 8 fighting/dark/ghost starters just like galarian corsola is a gen 8 ghost type or galarian darmanitan is a gen 8 ice type.
