only thing I would have changed is giving ash a team made up of pokemon he actually gathered over the years instead of waiting until after he beat leon to bring any of them back
what the fuck were they thinking limiting what is supposed to be the final battle arc in the series to just ash's so-so journeys team

As soon as Ash and Leon's battle begins, Jessie and James invade the arena, accompanied by Arbok and Weezing. They each use a full team of 6 to battle Ash and Leon and end up winning. As they go to gather up the fainted Pokémon to bring back to their boss, they realise the audience is cheering for them as the new World Champions. Deciding being World Champions is better than being criminals, they quit TR and go on to live a life of luxury.

I'd have them come up with a more clever way of beating Leon's Cinderace, or made it so that Cinderace didn't have Libero for the automatic ground-type failsafe against Pikachu. Seriously, it's so retarded that he had that in his hip pocket and then just didn't use it.

Leon has Aegislash in place of cindergays and since the anime never cared about game accurate teams, instead of rilla and inceleon give him Blastoise and Venusaur. He gets to use triple gimmicks too like Ash, but in this case he g-maxes all three kanto starters.

Have Goh in the audience. He supported Ash all the way through the PWC and helped him prepare for most of his matches. I don't think there was anything particularly interesting about Goh missing the match, they could have had the Mew stuff happen afterwards and the story wouldn't change at all.

Dawn and Koharu being there felt empty by comparison

This. The cinderace stuff just brings down the battle. Ash literally is forced to switch out against Cinderace at the begining due to libero. Its not even just a ground type thing, since Ash had no issues leaving Pikachu in against Gastrodon, which Pikachu proceeded to destroy easily without taking damage. They made Libero such an important point then just threw it away at the end and made it irrelevant.
