Most people view it entirely within the context of presentation within the games because that’s how most people are exposed to the design. If people (understandably) can’t wrap their minds around how this design should animate, that’s entirely the fault of the modeling / animation team working on the pokemon games. Many such cases. It’s just that Samurott is a particularly weak design, especially when idling on land, so this issue gets brought up more often for it.

It is a land creature. It's semi-aquatic. Meaning it should be able to function on land and sea just like every other starter. The design is shit.
