Full power Arceus. Arguably I don't think any of the others stand a chance. Digimon generally has a dramatically higher power ceiling.

Many of the other legendary pokemon could probably make short work of that donut steel OC creature too (because Pokemon is guilty of the same damn thing, even steals designs from digimon at times kek)
Alternatively cheesy pokemon, like PMD Drifblim, or the gimmick comp mons, etc.

Depends on how seriously you consider the lore/dex entries. Despite the stated lore (and stuff shown in side entries like the manga) a lot of pokemon are really just glorified animals for game mechanic purposes.

There is no feats of Omegamon making an fictional universe in digimon. The best he did was rebooting Yggdrasil which is a host computer that run digital world.

Drifblim is broken in the PMD games thanks to Unburden. Its considered the prime strat for breezing through the level reset dungeons in most of the games.

To be fair the whole bit about Arceus making the Universe and having dumb plot powers was only really properly canonized when PLA was released.
Makes me wonder if they'll continue to do stuff like that with the lore with whatever next Legends game comes up.

All PLA did different was mark the Pokemon Arceus out as not the full thing but just the Godhead/Avatar.

Eh it's still mostly the same thing. I kind of like that the root of what Digimon are is something mystical that our technology let into our world. If you've ever read the Sprawl series or Snow Crash there's a whole thing with humanity's deities and magic already being inside cyberspace when we open it up, so Digimon building on that idea that was in the root of Cyberpunk fiction is really cool

Either way it's irrelevant to the point when being computer programs has never stopped Digimon from acting like normal giant monsters in the real world of their setting since 1999. Depending on the story, sometimes going to the real world can even power them up.
