Assuming you were referring to Ice Rider Calyrex instead, the only reason it doesn't fall into the exact same trap as every single other slow bulky ice type is that they used its cover-legend BST to give it ridiculous stats across the board to counteract its low speed. if the only way they could make a slow ice type good was by slapping one of the highest BSTs in the game on it, I don't think that's supposed to disprove the notion that slow ice types are still shit
Mamoswine was also nowhere near one of the strongest gen 8 pokemon in any meta, though I suppose it would be a more solid point in your favor if it wasn't used almost exclusively as a sweeper anyways, and in VGC it still had to rely on Focus Sash pretty often
