Unova starters have the lowest average BST out all generations at 528 (all three members possess 528 BST, the first generation to do so in fact). The highest average BST comes from Hoenn at ~531,7 with both Blaziken and Sceptile sharing a BST of 530 while Swampert has the highest BST of all starters at 535, closely followed by Kalos at ~531,3 in the same situation as Hoenn but Delphox possessing 534 and both others at 530. Since Gen 7, all new starters have 530 BST with no variations.
