Not by usual usage of the word since it is an intermediate stage between larva and adult and both are modelled on beetles. However, Pokémon are fictional creatures so they don't need to match 1:1 (like two of the three kinds of insects that seem to be the motif for Leavanny don't have particularly different younger forms, and the "wrapped in leaves" larva comes from none of them).

i thought dottler was supposed to be a dnd dice and it was a nerd theming throughout the whole line
but the truth is a little more boring
also the design of all three mons are bad in their own ways (blipbug is a complete eyesore, dottler and orbeetle are overdesigned, noisy & don't communicate any real personality or theming)
