Besides Rock and Fairy, all types mentioned are either Super Effective or Neutral to Steel. Rock and Fairy make up for being resisted by Steel by either having more positive match ups (Rock being SE against more things than resists it) or having complimentary offensive combos (all Fairy resists are weak to Ground).
Ice, since Gen 2, has had a neutral match up offensively and is resisted by 2 of best defensive typings in the game. It's utility from Gens 2-5 was to hit the scary x4 weak Dragon Psuedos super effectively. While it is will x4 super effective, Fairy was introduced and hitting Dragon x2 effectively became sufficient enough.
The utility of Ice really now is "that type good against Lando while also hitting Grass and Dragon", which is important, but far cry from Gigachad Ground, Ghost, and Fighting
