Why shouldn't it hit steel type supereffectively? Psychic powers are always displayed by bending metal. The psychic-boosting item is even the twisted spoon. It would further separate it from fairy too.

On one hand psychic powers can bend metal, but on the other hand metal hats are worn by certain types of nuts to "block brainwaves". I think it should be neutral.

If psychic powers can bend metal then they can also bend blades of grass, trickles of water, the bodies of bugs, etc.
Type matchups are partially a balance thing, you could probably come up with reasons for every type to be supereffective against every other type.
