Even when Evolving Skies was in print during late 2021, boxes were flying off shelves and its market price went above msrp very quickly. Once stock was reduced to nothing, boxes didn't last even during the later reprints and waves.
Distributors, aware of the huge demand for this set, have likely stashed away a good supply that was given to them during the 2022 reprint, and will likely give these to retail stores in a slow drip feed, but at increased prices.
Your best bet for MSRP is just checking big box retailers that people don't normally frequent for pokemon cards. I'm sure you can find packs of Evolving Skies at a card shop, but they'll all be well over $10.
