I think it’s to make it easier on game freak programming wise so it only uses stab moves and not some retard shit like a status move or close combat on a flying mon

There are AI levels for trainers that they can just use instead of that. More likely it's because they thought that Intimidate plus 2 stabs were good enough and that it didn't need coverage

Like, enemy AIs have known type compatibility and to actually attack the player since like gen 2. Hell, gamefreak has included 'smart' AIs that even predict moves and switch accordingly in every game from Emerald to BDSP. Enemy AI certainly isn't some sort of design restriction.

The lowered difficulty is a deliberate design choice made so that little timmy can safely wall it with a rock type and never have to learn about status moves or type coverage, making the product more digestable to the lowest common denominator of its audience. And then go on to bring that rock type to every online raid with the flying icon
