Motherfucker 85% of all starters barely make it into other games let alone spinoffs. Now it could be argued that it's not as egregious as other shillmons but it's still breaks that threshold.

it's not that "he had a mega in XY", it's that "he had a mega in XY while being the only mon not in the regional dex to do so, and the only starter in its trio to do so". Though I'm not sure how much it's down to being a shillmon and how much is down to roosters being France's national animal.

Also being a shillmon is not something static over time. As trends happen shillmons come and go and new shillmons aren't necessarily new gen Pokémon. For example Slowpoke and Eevee grew on shill later. Blaziken was arguably a shillmon then but fell over time in favor of other mons and no longer counts as one.
