Welp that's what happens when you introduce a bunch of stall mons like Dondozo and make the token generational gimmick more powerful defensively than offensively, along with adding legendaries that cut the enemies attack and sp. atk by 25% by just existing on the field.

You've always been able to, but they've never been viable until this meta, on one mon (and cheese sets with Dondozo that fell off within a week).
It's still really inconsistent, and Ting-Lu gets better moves (unlike, say, Gen 7 Vanilluxe who ran Sheer Cold on Choice sets because it only had three good attacks).

Fissure is used on Ting Lu sets because it combos with Stomping Tantrum. Fissure missing counts as the move failing, which then triggers the double damage next turn. In essence you either get a OHKO, or you get a base 150 power attack the next turn.

This is basically the main reason. Even if you miss fissure, the boost to Stomping Tantrums BP means you theoretically don't miss out on any damage. Changing this interaction would probably cause fissure to be dropped from using Ting Lu

Also, this specific meta is very slow-paced and bulky and very often rolling for that 30% hit is more viable than chipping your opponent's lp.
This is also why oh-so-great-and-skillful-champion cheesed in tournament lately with Perish Trap. If opponent is just sitting there behind their dumb walls, Perish Song is just quicker way to kill things than attacking.

In doubles, Ursaluna and Enamorous might very well be top threats, and Hisuian Samurott and Kleavor might continue the train of bringing hazards into relevance in VGC format by not only forgoing sacrificing damage output for setting them down, but doing them off of genuinely strong attacks (boosted by Sharpness) to boot.
In Singles, over half of the new Hisuian mons are looking OU caliber (or close to it), the fuck are you talking about?

Ruinous Legends change not a lot because both Fissure and Perish Trap still were used even without them. One gimmick interaction on a deer is not changing the fact that Gen 9 meta is completely fucked due to lack of any proper offensive powerhouses and ridiculously bulky shit.

The last series was offensive as fuck, retard. There were a grand total of TWO viable walls (Dondozo, Iron Hands) and one niche option (Garganacl). Perish Trap was used because Wolfe wanted to build a strategy around it given it's basically his signature, by his own admission-it ha nothing to do with the meta being bulky.

Gens always start this way. As more Pokemon are added back in the DLC, you'll see the power trend up. If power was high now, what do you think would happen when we got things like the Tapus, Genies, or UBs back? What do you think would happen when we get GS Cup rules and you can use two Restricted Pokemon. Enjoy the slower games of the early meta when you can. After almost two year of SS Series 8, Series 11, Series 12, and Series 13 it's a welcome change of pace.

You may be confused for smogon who bans things that piss off the mods.
In vgc if its a pokemon on the legal list (restricted format for example allows cover legends but regular formsts dont) you can play with it.
You dont typically see people run OHKO moves because they arent consistent, they are unreliable. Lapras in gen 6 sometimes ran Sheer Cold because its a "well I got nothing better to do" situation. I mean unless you can rng manipulate but thats rain man levels of autism skill.
