Technically, It’s not really extinct. It’s bloodline lives in in modern Oshawott. The fact that you can take a modern Oshawott to legends and evolve it into the H. Samurott means that only only thing stopping Oshawott from become the H. Samurott is lacking the right environment.

Theoretically, that should work or at least be part of the requirement . Similar idea with the other legend starters. Rowlet likely needs a harsh environment too and possibly being colder place (hence why H. Decidueye’s leaves are brown)
H.Typhlosion was influenced by “spiritual energy” so maybe Cyndaquil doesn’t need a harsh environment but instead needs a sacred area.

That goes for some of the non-starter ones: H-Sligoo is mentioned to develop the shell due to Hisuian streams being rich in iron, and H-Lilligant is adapted to a snowy environment, so you should be able to evolve both in the modern times if you exposed them to the correct environmental factors.

Ypu need the right enviroment i.e.

Cyndaquill raised in a controlled swampland with ghost and poison types to prey on will evolve into Hisuian variant of Thyplosion 10/10 times.
Rowlet raised in an enviroment with plenty rock/steel types, mountain moss, crunchy salts and harsh storms will evolve into the Fighting type variant owl.
Hisuian Sammurot would need an icy enviroment with basculin, rowlet, swinub, sneasel, abomasnow to prey on.

It does, I'm not complaining/shitting on it. I'm just saying it shouldn't shock anon so much. Pokemon has a lot of IT JUST GETS BIGGER but it also has a lot of "this thing is only barely related to the previous form". There's room for both Alakazam and Dragonite here.

The Hisuian starters all have excellent designs and it makes it difficult for me to actually pick one.
