Dogs are known to be affected by flies, especially in cartoon. Issun Bosshi from Japanese legends is sometimes mixed up with legend of Momotaro in Japanese media and at least in few cases in pop culture was shown to ride on dog or wolf or similiar creature like a fly.
Okidogi will have some "invisible voice" that will talk with him that actually will be small bug-type critter. Not quite Pokemon on its own, but separate entity that counts as part of Okidogi.
that's obviously just my interpretation, but would make some sense.
