Charjabug is said to move at high speeds, but it’s slow in battle because its moves take time to charge up before attacking. The Speed stat is more akin to a context-sensitive approximation of a mon’s reaction time (Slowpoke), reflexes (Escavalier, also said to move at high speeds, but can’t get out of the way of enemy attacks), or… just its actual movement speed (Snorlax).
