Honestly the idea of ecoterrorists first using scientific means to achieve their goals before moving to mystical and ultimately bringing about the apocalypse is a cool idea but Pokemon has neither the scope or talent to write that kind of story

The original games never really say they're wrong for assuming that, as illogical as it may seem. The games don't really explain what the orbs actually do, since they not only never fulfill their intended purpose but Rayquaza in Emerald renders them pointless.

Rose and Oleana weren't really dumb characters they were smart characters written to do dumb things. Like Rose's plan is a good one and in the end it does work since you capture Eternatus. Oleana only acts dumb to create a scenario for Hop's dumb plan to work which is why in SPECIAL when there is no retarded plan from Hop she is just sitting in the tower and tells them to fuck off since Rose isn't there

I think the idea was that Rose wanted to overshadow Leon and the player during their big day out of petty jealousy.
At least that's the impression I got from his backstory. It's not all that clear, though.

Hoenn is my favorite region, but the remakes really saved Team Aqua/Magma by making them more distinctive and giving them more personality. Helps the female Magma grunts are cute.
