Gen1 pokemon were drawn as sprites first and art later. Sugimori made some changes to the original designs when he converted them to watercolor paintings.

Biped Ivysaur was in Japanese Blue and International Red/Blue.
That sprite was made AFTER Sugimori made the official art for Red/Green

Original Ivysaur sprite isn't bipedal. Jap blue/international sprites are post artwork, they just took the chance to go crazy with shit like forehead crossbones Koffing, tongue Golbat, different orientation cloyster, biped Ivysaur, dancing omastar, etc
Red and Green sprites are fairly neutral being that was literally the only real depiction people had of each pokemon

Because that was an early development quirk from when they designed the Pokemon as sprites first before Sugimori made art, and then when the anime happened, they had to be much more strict about staying on-model so the kiddies could recognize the monsters so they know what to look for when they scream to mommy and daddy to buy the toys based on said monsters.

forehead symbol weezing and sideways cloyster are some other ones that went really off-model but still looked good

It's not and never was bipedal - like Typhlosion, it was only supposed to be able to rear up like a bear during attacks. The original Green sprite clearly shows it as being just as quadrupedal as Bulbasaur and Venusaur, so having it walking around on two legs was most definitely not the intention; there's only so much you can convey with static sprites, though.

it's interesting how often Pokemon from the first two gens are actually both biped and quadroped but are only depicted one way.
For example, all 3 Johto starters primarily operate on 4 legs but Typhlosion and Feraligatr stand up on two legs to look more imposing. It's technically the only time we've ever had all three starters be quadroped but looking only at official art or in-battle animations you wouldn't know it
