At what level does it start becoming worth it to use stat changing moves? My usual strategy is to just go for high damaging moves with type advantages at the most but I just started Emerald and I'd like to play with the other movesets more. Does it even matter if I'm not playing competitive multiplayer?

outside of battle facilities or pvp, never

Stat changing moves are best if you're underleveled, especially if you're challenging yourself by playing on Set mode or by not using healing items.

In-game you can usually just get away with spamming SE moves since the CPU does the same.

However during late game trainers and post-game trainers start to use status moves and boosting moves themselves as part of certain strategies. This is when boosting moves come in handy to keep up with / counter them.

Don't even listen to the people in this thread talking about muh endgame challenges or bosses, it is literally never worth using them ingame unless you're doing some kind of retarded challenge run like a nuzlocke where you actually need to play utterly safe (and also most of those challenges are trivialized by setup)
If you don't want to play PVP, then play a "difficult" romhack or fangame that actually might force you to use more than a few braincells

They're good against bosses where their ace absolutely bodies you.

Whitney's Miltank is a good example.

Raise up your mon's attack or defense while the weak lead Pokemon (Clefairy) is out so you can steamroll the ace

Double Team spam is also a pretty easy win button if you can get it going
