That's a damn shame considering it's a good pokemon outside of roll out gym leader memes. T-wave, milk drink, heal bell, seismic toss make it a wonderfully wall with a great speed tier. It my have been power crept by gen 8, but it is a surprisingly functional pokemon in gen 6 and 7.

The only reason the Pidgey line hasn't been strictly confined to early game shitmon status like Rattata or Sentret is because Ash's Pidgeotto, and later Pidgeot, was so cool in the anime. It's a very mediocre Normal/Flying type, outclassed by Spearow/Fearow and even Doduo/Dodrio.

Not really, Clair’s remembered more for her Kingdra being a bitch to deal and herself being a bigger bitch for not giving you the badge you eanrned. Jasmine has the entire Lighthouse subplot, being the only Johto female without PMS and her Sinnoh appearances. Also seeing as most of your memorable picks are the few Gen2 leaders who actually use Gen2 Pokémon, that probably helped the leaders with memorability. (Pyrce uses a Piloswine but he has the “old man” penalty).
I wouldnt really say Gen2 leaders as a whole are especially memorable but I consider them above average by Pokémon series standards

Pidgeot was meant to be the harder one to raise, but paid out more to the player for it.
It evolves later than Spearow, and is a 3-Stage monster. But in doing so, is meant to give you a stronger pokemon for it.
Fearow is the easy way out, it evolves early and is meant to be strong early game before plateauing off.

Fearow being better than Pidgeot in most circumstances was accidental.
