Well for a start, SSJ is a multiplier on your base form so I'd say that just among the saiyans there's some discrepancies. The glaring one to me is the USSJs being in like with MSSJ Goku when we know they're not in line with him.
Also, Perfect Cell = Cell Jr is a massive meme. Cell says they have the same power but they clearly lack the speed and durability of Cell. I'd also probably have made a distinction between Perfect Cell and Super Perfect Cell, the latter of which is absolutely on SSJ2 Gohan level (or at least close enough to fit into this limited tier list).
Look, realistically this is just be being a bit autistic too because let's be real, it's hard as fuck to make comparisons between any Buu Saga characters and Cell Saga characters.
Point is, this rating far from matches power levels.
