No, it’s just that the Johto starters far less shilling and buffs than the other starters. Gen 1 got everything, Gen 3 got special snowflake megas, Sinnoh is shilled almost as much as KANTOOO. If anything it’s weird that Typhlosion managed to beat Infernape (the Shillmon of Sinnoh)

The only starter worse than the gen 3 starters is Empoleon, the other starters as a whole mog gen 3.

Starters are typically popular because of nostalgia (Charizard, Blastoise, Venasaur), power (Blaziken, Infernape, Mega 'Zard and Venasaur) or because it's pushed by Game Freak and TPC (Charizard, Greninja). The only box the Johto starters can tick are the nostaglia, and they're vastly overshadowed by gen 1 in that area.

Nah, even the shittest one (Meganium) is pretty good. Gen 3 is just much better in a lot of other ways. Personally, I think Gen 2 had good but modestly designed starters. The colors don't contrast too heavily design wise, the design choices made aren't too uncharacteristic and they all work well.

This isn’t even a huge portion of the Pokémon community but from what I can tell the whole Rowlet overshadows decidueye thing is a more Japanese thing the a world wide thing. Keep in mind japs love inteleon over cinderace as well

They're by far the least interesting fully evolved starter forms. Feraligatr is easily the best one and even then it's a fairly standard looking crocodile with a couple design traits carried over from its prior forms. Typhlosion outright looks less interesting than its pre-evolutions.

Gen 2 Starters are actually very good in game minus Meganium. Typhlosion has a MASSIVE movepool with access to Thunder Punch, Shadow Ball, Earthquake, Rock Slide, etc. Tyranitar also has a good movepool as well. They just both suffer of being Monotypes. Had Typhlosion been Fire/Ground and Tyranitar Water/Dark it would have given them more staying power. Meganium on the other hand is trash. Always was, always will be and nobody ever picked it up.

In Gen 2 it was Massive. It just suffered a lot from Gen 3 EV/Abilities min/max and later Physical/Special split of Gen 4. Look at this TM learnset. That being said I do have to make a retraction. It does not learn Shadow Ball or Rock Slide in Gen 2 that was added much later. Still Fire Punch/Thunder Punch/Earthquake/DynamicPunch is a very solid in game set
