i feel like the designer was at their deadline and realized they were one pokemon short and frantically looked around and saw a lawn flamingo out the window and quickly scribbled it down before the boss walked in and that's how we got flamigo

I mean, it DOES look like shit, but that's irrelevant - it sweeps for the first few gyms, and continues to remain useful until late game. You'd have to be a complete and utter moron to turn your nose up to it because 'it looks stupid', especially since you can get it right at the start of the game. How a Pokemon looks isn't nearly as important as how it performs, and you'd do well to make note of that.
