The cosmos foil Machamp was only obtainable through the "Base Set 2 CD ROM Starter Deck".
Base Set 2 was the fourth set of Pokémon cards, and they had changed their holofoil pattern to cosmos from galaxy which was used in base, jungle, fossil.
Now Machamp didnt exist in Base Set 2, but I guess they wanted to include one in the starter deck as a throw back to the original starter deck.
So they included a base set machamp right down to the first edition stamp still included, and the copyright date being 1999 instead of including 2000. One thing they forgot was to revert the holo pattern back to galaxy style.
So what happened was we got a variant of base set machamp.
I think they caught onto this error, because some sets include the galaxy foil machamp. So its likely a corrected error.
It could also be a case where they ran out of galaxy foils and printed new ones with cosmos.
So either way its either a variant or an error card.
