California because of its diverse geography. You could also do something like Vermont and have a region focused on large woodlands and rustic towns, or Florida and have the region focused on swamps, large cities along the coast, and a semi-tropical enviornment

That would actually be a pretty sick idea, except instead of having to switch games when you cross into another state, each state is its own DLC. And GF starts off with just one state but slowly adds the rest over time.
