Your response was to be even more wrong somehow. While Garchomp is a psuedo compared to Vanilluxe being 65 short in base stats, Garchomp and Vanilluxe do not fit the same roles in their respective games.
Vanilluxe is designed to be an offensive powerhouse with a fairly decent selection of moves that can utilize its great special attack and even decent physical attack. To top it off, its base 79 speed makes Vanilluxe genuinely viable in the context of literally any non-competitive match ever, so long as you're willing to accept that Vanilluxe is a glass cannon. Vanilluxe can be obtained far before the Elite 4, if my old playthroughs are anything to go by.
Garchomp is designed to be an end-game Pokemon meant for a blitz role. Its saving factors are high speed and high physical attack. It can go fast, and with a 130 base HP, can take a hit or two.
You know what Pokemon would actually be fairer to compare? Hydreigon. A psuedo you would obtain around the same point as Garchomp in Gen IV, is dragon type, and relies on sheer brutality through both attack stats being 100+ and a very acceptable 98 speed stat.

Gen 1 and 2 are the only ones with a separate engine, and that's only because Gen 3 started anew rather than building off of Gen 2's engine, presumably because the former was written in assembly that wouldn't be compatible with ARM.
